The first one is the residency permit as artist, which allows you to stay long-term in Argentina, and is described in this article. The second one is the tourist visa as artist, which is to be used if you need to come for a short-period, such an exposition.
You shall apply for an artist visa both outside Argentina and after arriving in the country. The law states that a foreigner not native to a MERCOSUR member state can apply for residency either from abroad, through a consular or immigration authority with jurisdiction over their place of residence, or within Argentina, through a proxy, first-degree relatives, or a requester, before the National Immigration Office. For visas related to attending conferences and fairs, or carrying out technical, scientific, artistic, or professional activities, these can be processed at any Consular Representation of the Republic.
